Prime Minister Justin Trudeau wrapped up the Summit of the Americas with a $145-million commitment to make life better for would-be migrants at home. But Canada raised eyebrows by agreeing to bring in just 4,000 additional newcomers from Latin America and the Caribbean by 2028.
