Legault strongly recommends masks, but not ready to make it mandatory

Quebec Premier Francois Legault says he's open to mandatory masks, but he's not ready to go that route across the province. Montreal Mayor Valerie Plante announced Monday her council would pass a bylaw requiring mask-wearing in indoor public places. Legault says they may need to go further, but he wants the population to follow such a measure too.
