After months of complaints from small businesses that a federal program to subsidize rents in the pandemic was too hard to access, Finance Minister Chrystia Freeland promises a new one that's easier to use. She also pledges slower reductions in wage subsidies and more loans for businesses whose revenues have suffered due to COVID-19.
