Rats feast on New York’s City's bagged garbage. Can putting it in bins end the smorgasbord?

New York City daily 44-million-pounds of trash is slowly finding a new less rat-friendly home. New York is now requiring some residents place their trash bags into garbage bins instead of directly on the sidewalk.
