Prime Minister Justin Trudeau wrapped up a cabinet retreat Wednesday that aimed to plot a path for Canada through - and eventually beyond - the COVID-19 pandemic. With Parliament set to return next week, Trudeau said Canada's democratic institutions need to be fully functional even in midst of a health crisis but insisted he doesn't want an election.
