FILE - This Feb. 22, 1995 file photo shows Slovenian Zoran Thaler during a visit to Vienna. Zoran Thaler became Slovenia's foreign minister at 33, orchestrating a deal with neighboring Italy that enabled this former Yugoslav country to become a European Union member. The politician then switched to finance, running an international consulting firm that dealt with foreign investors and heading a cell-phone company that under him, began making profits.
