Prime Minister Stephen Harper makes a speech at the 29th Plenary Assembly at the Beth Emeth Bais Yehuda Synagogue in front of the Canadian Jewish Congress in Toronto on May 31, 2009. Harper said Sunday he plans to introduce legislation that will allow victims of terrorism to sue perpetrators in Canadian courts. The legislation was well received by members of the Jewish community attending harper's speech, but experts warn the changes raise many questions about the way the country will deal with foreign states.
