FILE - In this May 19, 1986 photo, police help Jack Warren, from Cleveland, back to his motorized cart after he was told he could not ride the Queen City Metro bus he had boarded in Cincinnati. Warren is a member of the group American Disabled for Accessible Public Transportation which is protesting the inaccessibility of buses to the handicapped.
