NATO Summit Chicago Police
FILE - In this Aug. 26, 1968 file photo, Chicago police officers confront a demonstrator on the ground at Grant Park in Chicago during the city's hosting of the Democratic National Convention. Chicago police officers will be facing big challenges when protesters descend on the city for the upcoming summit of NATO leaders May 20-21, 2012. The force boasts of embracing modern techniques and groundbreaking crowd-control strategies but has never completely shaken its reputation for brutality and misconduct. The coming protests also are the big test for Police Superintendent Garry McCarthy, a former ranking commander in the New York City Police Department and protege of NYPD Commissioner William Bratton, who Mayor Rahm Emanuel selected last year to lead Chicago’s 12,000-member force. Even before McCarthy’s arrival, the Chicago department has been trying to upgrade its tactics and procedures for years. A department that failed to adequately train, equip or even feed officers during the Democratic National Convention of 1968, took pains to make sure the mistakes of the past would not be repeated.
