** FILE **The Kalaupapa peninsula stretches into the Pacific Ocean from the island of Molokai in this aerial photo taken Jan. 22, 2003. The peninsula is surrounded on three sides by white-capped waves, with rugged cliffs separating it from the rest of Molokai on the fourth. With the Kalaupapa landfill slated to close in 2008, officials have come up with an aggressive recycling program and a plan to ship non-recyclables out by plane to Oahu or packed over the island's 2,000 foot cliffs on mules which now carry tourists in and out of the historical area.
