Toxic Recycler

FILE - This March 10, 2015 file photo shows the Exide Technologies battery recycling plant in Vernon, Calif. Los Angeles County will spend $2 million to help speed the cleanup of contaminated soil around the plant that spewed toxic emissions for decades. The county Board of Supervisors, Tuesday, Oct. 27, 2015, approved the funding request by Supervisor Hilda Solis, after she accused the state of moving too slowly to clean up around the now-closed plant. Exide agreed in March to close the facility and pay $50 million for cleanup of the site and surrounding neighborhoods.(AP Photo/Nick Ut, File)
