(VCR101)VANCOUVER,July 12--U.S. FISHING A PROVOCATION--Dennis Brown vice-president of the United Fishermen's Union tells reporters that U.S. officials actions in allowing native fishermen to fish one of the most endangered Fraser River sockeye species is an absolute provocation. Brown says that those fish are needed on the spawning grounds. Brown met with Fisheries Minister Brian Tobin in Vancouver Wednesday. Tobin is scheduled to meet with Washington Gov.
