Costs to expand Trans Mountain jump to $12.6 billion

Finance Minister Bill Morneau says the federal Liberals believe the Trans Mountain pipeline project remains commercially viable and the government intends to sell it to the private sector despite a jump in costs. The project is now expected to cost $12.6 billion to expand.
