    Canada's top public health doctor says planning for pandemic began in early January

    Dr. Theresa Tam, the chief public health officer for Canada, Friday defended a decision not to ramp up warnings about the COVID-19 pandemic until the middle of March. Tam says planning for lab testing and briefings for provinces and territories began Jan. 2, two days after she was alerted to a mysterious virus in China. However Tam says the virus did not start spreading in Canada until March, after which the government acted rapidly.
