Ontario Minister of Children, Community and Social Services Lisa MacLeod says the province overall has spent $200 million providing services to refugees and is demanding to be fully compensated by the federal government for these costs. But Border Security Minister Bill Blair says Ottawa is paying money directly to cities for those services, bypassing the province.
