A city police officer throws a hat full of water on exuberant strikers while another officer controls a scuffle on the right in Ottawa, Wednesday, August 11, 1971. Violence erupted in the early morning as 92 striking collectors were joined by 200 sympathetic tradesmen on the picket line.
