Brig. Gen. Nguyen Ngoc Loan, director general of Vietnam's National Police Force walks through the ruins of the embattled city of Hue, Vietnam in March 1968, with the purpose of getting the people to start rebuilding their homes. Being a native of Hue and loved by the people there, he was able to get many of them started after his second day in that city. A great majority of the residents didn’t want to start rebuilding believing that the communists would hit the city again and all of their efforts would be in vain.
