MacKay: Shipbuilding investments protect arctic sovereignty

Ottawa has signed a $9.3-million deal with a Halifax shipbuilding company to start work on Arctic patrol ships. They are the first vessels expected to be built under the overall $35 billion national shipbuilding project.
