Bylaw allows homeless to camp out in Victoria parks

Dennis Palubeski has slept on a tarp in a Victoria park for weeks. The homeless man is among those who say they'd rather stay outdoors than in crowded shelters – and thanks to a city bylaw allowing "sheltering" in parks they can.
